New Mexico Retiree Health Care Authority

The New Mexico Retiree Health Care Authority (NMRHCA) was created in 1990 for the purpose of providing comprehensive group health insurance coverage for certain public service retirees and their eligible dependents. Currently, NMRHCA provides health care coverage to over 55,000 participants at a cost of approximately $260 million per year and growing.  Participation consists of active employer groups including all school districts and charter schools, all state agencies, counties, cities, other municipalities and universities except the University of New Mexico and New Mexico State University.  Beginning in 1992, NMRHCA began to invest excess fund balances with the State Investment Council to offset projected growth in future health care costs.
